The Pre Ignition Catalytic Converter ( PICC ) is an invention from Dutchman Enterprises and/or in affiliation with Better World Technologies. The purpose of this device is to give substantially increased gas mileage while reducing exhaust emissions to a dramatic "zero emissions" rating. It will make any car on the road get at least 100 miles per gallon.They offer it as part two of a two part upgrade for your present vehicle. The first being the Hydro Assist Fuel Cell ( HAFC ). If you buy the hafc now you will be first in line for upgrading your vehicle to the picc. The picc will have to be custom built to fit your specific vehicle make.
The theory behind this invention (picc) is that the Catalytic Converter in the modern day engines consume unburnt fuel in the exhaust system. It`s said to break down the fuel into fine particles which allows the gas to burn more completely before going out of your tail pipe.
The theory with the the picc is this:
Why not break down the gas ahead of time into fine particles making the gas more consumable and burn this wasted fuel in the engine instead. This way you will be utilizing the energy from the gas instead of it being wasted by being consumed in your exhaust system. Thus PRE IGNITION Converter as opposed to Post Ignition.
This is how the system works:
Your old Catalytic Converter is pulled out and replaced by the PICC in the same location. All your hot exhaust then runs through the picc where your old Converter was.
The gasoline coming from your fuel tank flows through a line into and through the picc in the opposite direction of the exhaust flow. A lot of magic happens to your fuel at this point.
For one: The heat will play to help break down the gasoline.
Also: Since the gas is going in the opposite direction of the exhaust it creates a miniature electrical storm which in turn causes the gas to be broken down into it`s elemental form into what they call a plasma.
Since the gas is so broken down it allows the gas to burn much more thoroughly and is virtually totally consumed in the engine. This can give you up to four times better gas mileage than what you get now. It also makes the emissions from your exhaust so clean that you can actually put your face down there and breath it without harm.
There`s a problem though that they haven`t overcome yet ...The picc must be approved by the EPA as a legal replacement of the existing government mandated Catalytic Converter...
We waited with much anticipation in July of 2008, since Dutchman Enterprises announced along with their distributors that this EPA approval was just a month away. Apparently they ran into snag and it is yet to be approved. They are starting to suggest that this approval is not going to come soon. and may never come.
Their hopes now are that this technology will be brought to market with new vehicles in the future. That is, should any car manufacturer grab hold of it and bring it forth in a new line of vehicles.

My thoughts on the PICC
It was invented all right, On paper as a marketing strategy to promote the sales of there HAFC gas saver.
...The PICC doesn`t exist... But, only on paper and possibly in the minds of people who would bite into this BS.
Why do I say this? My problem is, "where do I start?"
Let`s see! Hmm. Since the gasoline is moving in the opposite direction it creates an electrical storm. ...HeHeHeHeHeHeHeHe... lol. Yep; That`s magic alright! GIVE ME A BREAK!!
For one...
Do this: go to Google and type in the search for "Applying electricity to Gasoline" and see what you find. Use any other source that you know of that could maybe enlighten you on the subject.
There is one speculated method of applying an electrical charge right at the fuel injectors that will cause the gas molecules to oppose each other and break apart. It s said to give about a 15% increase in MPG. This must be done right at the injectors because it will immediately reverse itself back.
...15% and must be right at the fuel entry... Well if you know where the Catalytic Converter is on your vehicle then you know that the PICC doesn`t fit this criteria. Also 15% isn`t 300%, which is the picc claim...
If electricity was useful at breaking down Hydrocarbons, Then the oil refineries would have been using this a long time ago. Well it doesn`t and the refineries don`t use it.
For two...
The PICC claims to break gas down to it`s elemental form. That basicly means that it is separating the Hydrogen atoms from the Carbon atoms. ...HeHeHeHeHeHeHeHe... lol again...
Albert Einstein wouldn`t be able to figure out how to do that with out burning the Hydrogen off of there if he was to stare at a closet door for twenty years...
Carbon is noted for it`s strong bonding properties. Any molecules that it bonds to are not easily separated. It may be a simple process to separate the water molecules of Hydrogen and Oxygen. But the same is not true when Carbon is involved, This would not be an easy feet.
For three...
The best example of a broken down form of a Hydrocarbon is Methane. Methane is the simplest form. It has one Carbon atom and four Hydrogen atoms. Gasoline usually has 8 Carbon and 18 Hydrogen atoms. Methane is the main ingredient in CNG. (Compressed Natural Gas)
So methane sits as a good example of what simpler forms of Hydrocarbons can achieve when used in an engine. Methane actually has more energy in it since it has superior numbers of Hydrogen atoms proportionately.
Gasoline is ruffly 2 to 1, and methane is 4 to 1. So there is significantly more energy with methane.
Well, is the increase in gas mileage significant when Methane is used? No, not really. What stands out with methane or CNG is how much cleaner the exhaust is.
Increases in gas mileage are accredited to the increased energy with Methane (CNG.) MPG ratings with Methane are kind of sketchy and not well documented. But mileage improvements do not even get near 300%. (I will eventually write an article about CNG on this web site.)
Back to the PICC apart:
I think the Methane example is a good enough apples to apples comparison of what could be achieved if you were to break gas molecules down ...The PICC is just a bunch of nonsense....

They said in July that the PICC would be approved in a month. ...HeHeHeHeHeHeHeHeHeHeHe... LOL again.
That was when gas prices were at their highest... If you knew what it takes for the EPA to approve an application such as the PICC, then you would have immediately known this to be BS in it`s highest form.
...For the EPA to approve a product, they normally do tests on at least 30 or more different makes of vehicles... They will however do simple tests with diverse products, and even publish the results. But, that is not to be confused with when the EPA approves a devise.
That requires multiple and numerous tests. Also, with a product such as the PICC which would be replacing one of their mandated devices ...it would take a lot...
See, the PICC was not presented by it`s distributors that it had even been tested. And they seemed to give the impression that it would be a simple test and approval.
Well, they were just blowing smoke up the behinds of people that wouldn`t know any better. It could take years for them to approve such a device if it was legitimate.
That`s pretty much the gist of this PICC review ...The Pre Ignition Catalytic Converter is BS... It couldn`t possibly exist.
They only bark up one claim of one engine that they tested with it and haven`t upgraded that report, meaning they haven`t published any further reports with other vehicles or engines tested in almost a year now.
I guess they got tired of lying. It takes a lot of energy to lie. I hope that any reader of this review will also look at my Hydro Assist Fuel Cell review. The HAFC is pushed by the same people. In that review I target their 50% mileage guarantee as really being quite useless.
Here`s their sales pitch ...Get the HAFC today with guaranteed 50% MPG improvement and be first in line to get upgraded to the PICC when it comes out. Also you will be discounted on the purchase of the PICC the full price of the HAFC. Don`t wait, You`ll want to be first in line when the PICC comes out as it has to be custom made to fit your particular vehicle.
Is it any wonder that I don`t recommend this company. Although I feel that the HAFC actually has the potential to be a good product, it`s real unfortunate it has to represented by these people. Too many BS marketing tactics. Too many red flags go up with these products for any one with any common sense to even consider a purchase from them.
So, do I recommend the PICC ? ...HeHeHe... LOL!
